1. Will you expedite the completion and adoption of a Master Plan for
the city with the force of law?
I will expedite the completion and adoption of a
Master Plan for the City that has the force of law. Without an enforceable
Plan for the development and growth of the City, New Orleans will never
regain its significance as a major economic entity. New Orleans must develop
short and long term goals that will enable the City to move forward.
2. What is the Council's role in bringing back New Orleans?
The New Orleans City Council must
lead the effort to bring back New Orleans. The Council must support
adoption of local, state and federal legislation that emphasizes two
critical objectives – the desire to see the New Orleans restored and the
desire to see the residents of New Orleans reunited with their families.
3. Will you pledge to end the practice of deferring to the District
Council Member on land use matters?
I will pledge to end the practice of deferring to
the District Council Member on land use matters. The use of land in Orleans
Parish must be subject to objective evaluation as afforded by the open
hearing process.
4. What are the unique priorities for your district?
The following list of priorities is essential for
District “D”
1.
Closure and refill of the MRGO.
2.
Completion of repairs to London Avenue Canal Levees.
3.
Construction of flood gates at the London Avenue Canal and the
Inter-Coastal Waterway.
4.
Removal of debris from streets and property in the district.
5.
Establishment of a victim restoration fund to determine compensation
necessary to restore each hurricane claimant to pre-hurricane status.
6.
Development of a comprehensive environmental sampling and toxicity
assessment plan, notification to the public of risks, and a process of
compensating those unable to return to their property because of
environmental conditions and independent review of determinations.
7.
Secure grants to rebuild and repair medical facilities destroyed or
damaged by Hurricane Katrina.
8.
Seek additional emergency funding for Child Care Development Act
Block Grants and Head Start Services.
9.
Prohibit placement of persons displaced by Katrina in substandard
housing, more vigorously enforce Fair Housing laws, give people displaced by
Katrina preference for HUD inventory and foreclosed properties, and
establish a mortgage payment fund for payment of mortgages.
10.
Seek
additional funding for elementary and secondary schools to help rebuild and
restart the operation of schools in New Orleans, to help homeless youth, for
community learning centers, for construction, modernization and repair of
school facilities damaged by Hurricane Katrina and for teacher incentive
programs; and provide loan forgiveness for college students, grants for
reconstruction and renovation of colleges damaged by Hurricane Katrina and
grants for recruitment and retention of students and faculty at colleges
impacted by Katrina.
